Developer Specific Process

  1. Proposal Submission
    – Developers must complete the “Proposal to Purchase” form available on this site.
    – The proposal should include all required documentation and must be scanned and emailed back to the City.
    – There is no set price; applicants must specify their proposed purchase price.
  2. Review for Completeness
    – The City of Trenton will review the proposal for completeness before proceeding.
  3. Council Committee Consideration
    – If the proposal is deemed complete, it will be reviewed by the appropriate committee.
    – The committee will determine whether to recommend the proposal to the full City Council.
  4. City Council Resolution
    – If recommended, the full City Council will consider passing a resolution to begin redeveloper negotiations.
  5. Negotiation of Terms
    – Once the resolution passes, the City’s legal team and the applicant will negotiate the purchase price, terms, and conditions of the redeveloper agreement.
  6. Final Approval
    – Upon mutual agreement, the redeveloper agreement will return to the full City Council for approval.
    – The agreement must pass through two ordinance readings, spaced 30 days apart, before final execution.
