[ARCHIVED] Statement Regarding the Malfunction of a Turbidity Instrument at the Water-Filtration Plant

The violations 2019-4102 and 2019-4103 are not related to water quality, but instead center on the failure of automatic monitoring instrumentation to successfully record a turbidity value for May 8 and June 12. Turbidity is a measure of water clarity. Also, the operator did not collect samples for laboratory analysis, which are required when automated equipment malfunctions. Nevertheless, we have the tools to assess the situation. The water-filtration plant has several systems that monitor filtration-process performance, including the quality of finished water.  Real-time analysis by the plant's licensed operator indicated no impact to water quality during this low-level equipment malfunction. We continually appraise the performance of automated water-filtration plant instrumentation, procedures, and systems as we work to make these systems more effective and resilient.
