Rent Stabilization Board
The Rent Stabilization Board is composed of residents trained to oversee rent leveling and support fair landlord-tenant relations. The board helps resolve disputes, provides information to the public, and advises city officials on housing matters.
What We Do
- Resolve Disputes – Mediate conflicts between landlords and tenants.
- Make Recommendations – Offer policy suggestions to improve rental regulations.
- Provide Information – Educate residents about rent control laws and tenant rights.
- Advise – Guide the Mayor and City Council on housing-related concerns.
- Investigate – Research and analyze local rental housing issues.
- Issue Rules – Establish guidelines for enforcing rent stabilization.
- Hold Hearings – Conduct official hearings on rent-related complaints.
- Make Determinations – Rule on disputes involving rental increases or violations.
- Refer Violations – Report non-compliance with rent stabilization laws.
Current Allowable Increase
Per Ordinance 024-028 (effective June 2024), the maximum allowable rent increases are:
- 4.0% for standard tenants
- 2.0% for senior citizens and disabled tenants (submit proof of age and/or disability)

2. For the purposes of this act, a "senior citizen" is any person who has attained the age of 62 years on or after the effective date of this act, or the spouse of that person, or the surviving spouse of that person, if the surviving spouse is 55 years of age or older.

These limits will remain unless rescinded by the City Council Members, the Governing Body.
Understanding the Rent Index
The Rent Index, as defined in Chapter 222 of the City Code, is the statistical measure used to govern rent increases. For more details, please review the City’s Rent Stabilization Ordinance.
